Why cockerel bites but isn't aggresive

Peck back, fast as you can, hard enough to be annoying, not causing injuries. Peckpeckpeck, anywhere you can hit. This should help with overassertive pullets or hens, but cockerels are trickier.
Make sure you walk 'through' him, never around. He needs to respect your space always. Don't hand feed anyone, toss treats on the ground instead.
If this is your first experience with chickens, it's easy to miss early signs of human aggression in cockerels or young roosters, until actual attacks occur. If he doesn't have any adult hens or roosters to teach him humility, it's harder too.
There are some good articles here about managing roosters, and lots of conflicting advice, because human aggression is at least in part genetic, so an individual might be fine, or a total jerk, no matter how he's raised.
