Why does my rooster hold up his wings . . Pic included

I was wondering if anybody knew why my barred rock rooster would be doing this. I know it is hot outside and was thinking that maybe this helps keep him cooler?? I looked under his wing and his skin is normal and there are very few new feathers coming in. Any opinions?

This is the first time I have my own chickens and I've never seen them do that. It almost looked like he was constipated and was trying to get a good squat in hahah.
