Why is he crowing??

We have a Serama cockerel named Tiny who has started crowing for us. When I got him months ago, I already knew he was a cockerel because that was the reason he was given away.
The problem I have with this, is we already have a Serama rooster named Scout who already lets out a strangled crow only during noon.
I was told that the 2nd one would never crow at all if there's already a top rooster.

Why is Tiny now crowing??

No, they'll still crow. I used to have almost a dozen males split between 3 groups. Every single male crowed, even the bottom one
