Why Is My New Pigeon Bare Around Her Eyes?

I just got this bird and I am not sure what's going on with her eyes. I'm keeping her and the other new one quarantined just to be safe.
Is this an illness or some kind of infection?
I'm new to pigeons so any help would be greatly appreciated.

Some breeds/crosses have enlarged areas of tissue around their eyes. Hard to be sure, but it does not look like a health issue with that bird.
Thank you! She's a homing pigeon, as far as I know. I just thought it was strange looking. I'm glad it doesn't appear to be a health issue.
 
That's the eye cere. It's more prominent in certain breeds, and grows with age... Also typically more prominent in cocks than hens
