Why isn't my silkie's wattles growing?

I thought it was a genetic thing so I posted here.. Mods do move if in the wrong section!

He's right around 10 months old. His comb is getting pretty big but his wattles are still tiny little things. Any ideas?

If he's bearded they are not supposed to grow.

Also, the comb type of Silkies generally stunts wattle growth. They're really not supposed to be very big, bearded or not.
