I live in so cal and it only in the mid 60 at night and i have some 6 week old chicks is it ok to move them out side

You don't mention what breeds they are, so I'm giving you the standard size recommendation - only if you can supply a heat source. Even if fully feathered, you really should give them another two weeks or so of heat before considering them fully acclimated to 60F.

The recommended time/temp scale looks something like this:
1st week 95
2nd week 90
3rd week 85
4th week 80
5th week 75
6th week 70
7th week 65
8th week 60

The other issue that matters is the number of chicks that you have. When they are in large numbers they keep each other warm, but small numbers chill quicker,
