Will my quail eggs hatch?

This is my first time trying to hatch quail eggs. I'm on day 19 of incubation and there hasn't been any sign of hatches. Are they going to hatch or are they duds??

What the temperature? Humidity?

Its 99 degrees and humidity of 60. I've had a tough time keeping the humidity right

They should hatch give them time. Are you sure they are fertile?
