will they be okay outside

my quail are 4 weeks old and i want to put out side i have put a 8 watt reptile heat mat in there cage it big enough but they arnt sitting on it
it is going to be a low of 4 C (39.2F) will they be fine or should i bring them in
they weigh an averge of 95-100g each (3.35-3.53 ounces)

If they have heat and shelter and aren't in any danger of getting wet, they should be fine. They'll move to the heat if they get cold.

Yeah I only saw this morning in the end I locked them into the sheltered section with the heat as they were all huddled together outside I just let them out this morning and they popped out happily
Will the learn to just go in or should I lock them in for the first week (there is no way they will survive full exposure)

I'd lock them in for the first week. Quail aren't very good about going home for the night.
