Somthing is wrong with his bum??First time hatching It has been about 4 hours since hatched and this chick has yet to stand or anything?

It's the "umbilical cord". Put a little corn starch on it, amd blow dry it to help the blood clot
 
Can I do anthing else for him, I did the corn starch gave him sugar water?
