Wing concern

Same age, for these chicks at the same feed store. Both act happy and normal but me and my husband notice this little guy has wings that look NOTHING like any of my chicks, they are very very short and almost not fully formed? He flaps them when I pick them up so they are not injured but is this normal or possibly a birth defect? I’ll show you the regular one and the little chick I’m questioning

Each chick grows at it's own pace. If it is acting normal, eating/drinking, active, then I would not worry about it.
