Which one is better for bedding/flooring for coturnix quails: sand or hardware cloth?

Pros of sand: will not cause bumblefoot
Cons of sand: quails will walk on the poop

Pros of hardware cloth: sanitary as the poop is away from the quail
Cons of hardware cloth: may cause bumblefoot

I keep mine on fallow garden beds. I don't have enough garden beds yet to keep all of them yet, but I will. I'll be doing a video soon on how I keep them clean until I rotate them to a different bed.

If I use sand, can I use a litter box scooper to sift the poop out of the sand?

Yes, I do that with my chickens in their coop and it works well.
