Wood ash OR.....?

Can I use clean cardboard or paper ash as wood ash for their dust bath ingredient with sand and soil?

Yes, though I would avoid burning shiny cardboard or even paper as that has a plastic coating.

corrugated cardboard has lots of glue in it and would not be ideal.

Any thing organic. However, I'd never burn a leaf. They are so valuable in the garden and as chicken bedding, it would be a shame to burn them.

Don't worry,I don't usually burn leaves for that same reason. I DID use a few in the kindling to burn a log.
