Woods build question

Does anyone know why, in the woods book and other builds I have seen, does the top monitor window screen need to be able to open to the inside? What is the purpose of it opening?
 
Makes it easier to clean the inside of the monitor windows. And, with mine, I partially open the inside screens, when I'm adjusting how far the windows are opened. With the screens shut, I can't really see, to get, the window opening bar holes, lined up with the nail, in the bottom of the window opening.
 
Generally, the exterior window and screened windows would not be open at the same time. When the regular windows are closed, there is no need for the screened ones, so they would rotate up and out of the way.

Even with the windows open, the only function of the screened ones is to keep flying birds, squirrels, etc. out. On the limited times when the windows are open, if you can live with an opening up there, you could skip em.

I've never needed mine to be open for ventilation. But I can leave my side door open if the birds are out and about.

I agree, I guess I am just being lazy and do not want to have to build another frame for it to open separate when I can just mount the wire to the outside of the frame like the lower windows.
