Would they be molting? But they haven't started laying yet

Are they molting? They are about 30 weeks old and haven't laid yet. They seem to getting new neck feathers but less tail feathers. It's Autumn here and we had a really wet humid summer.

It could be a partial molt. But I would check them very carefully for lice and mites, including at night because some bugs only get on them at night.

I checked them over today and didn't find any lice or mites but I found a bit of stuff like dandruff that just fell off their feathers. I spray them with a lice spray and their coop.
Ok now if they are molting how long will it be till I get an egg? Lol
