Would this work to keep Preditors out?

Do you think this would work?

Right now I have very fine gravel in the run but I need to do a better job of securing from digging preditors. (Racoons and foxes) Rake the gravel aside and lay down 2' hardware cloth flat on the INSIDE of the pen so if something dug under it would not be able to pull the cloth through it's own hole. If I did this on the outside of the pen I think a racoon could just pull the whole thing up. What do you think?

Placing the wire barrier will certainly keep predators from digging under the fence. I don't think it really matter which side of the fence it is on. I installed my buried fencing on the outside perimeter just do to easy of installation. As an added deterrent I have a hot wire about 6" off the ground surrounding the entire run area.
 
I know there are tons of people here with more experience but my take is that it would be better to put it on the outside. That way, they can't even start to burrow. I would think they would give up faster than being able to get mostly under the fence before being denied.
 
i put cattle fence around the perimeter of mine, it sticks out about two feet. I then put mulch over the top of it to hide it. GEt mulch free from the city street department so it looks good
 
Thanks. I never thought about the grass growing through it. That would certainly keep it from moving.
