Young pheasant's one eye stopped growing?

We bought a few Ring-Necked Pheasant's this spring and as they grew we noticed that one eye on the male seemed to never grow. The eye is as small as it was as when he was a few weeks old. I don't expect there is anything that can be done about it, so I was wondering if anyone has heard of this before, or had a similar problem? He seems to be blind or at least near blind in the bad eye.
