Cull can mean remove, not necessarily kill, so maybe you are misinterpreting some of the threads you've read. Either way this thread has been completely derailed.
No cull means putting on the chopping block, no one would say cull if the meaning is giving him to another place. Sorry for derailing ;-)
 
Some people do use cull to mean kill and only kill. Some of us read dictionaries.

If you give someone the advice "cull him" and you don't want him to use the axe probably still many people would understand it in a wrong way. Although you are right that it can also have a different meaning when you look up in the dictionary.
