A breeding pen can be just about anything. Heck, a dog crate in a plastic fenced area would work. It's only to keep the breeding pool separate and have those eggs in dedicated area. It's about knowing who the parents are (selective breeding) and that those eggs are only from those hens.

If you penned only the hens you've decided to breed then the cock should be put in with them every third day if you didn't want him in there all the time. But first and foremost you must have those hens separated for at least two weeks to ensure they are not carrying unwanted genetics from another cock. If they are by themselves then you will know when the eggs are infertile. Crack them open into a bowl before cooking to check fertility. Some will say wait a month, I say two weeks then check eggs. Chance they can still be fertile for three weeks. A month is overkill.
