TX minimum chick purchase at TSC

Okay, so I went into my local TSC (Texas) to get an incubator and they had silver and blue cochins. I told the man I wanted 3 and he said "You have to get at least 6." I asked him why and he said it wasn't their rules, it was the State of Texas. He said it was a new thing. I said that I had seen people this year (like the last couple weeks) walk out with fewer than that. I had even purchased fewer than that at a different local feed store. He just said "You have to buy at least 6. You can get as many as you want after that, but at least 6." I told him Thank you very much, but no thank you.

Is this really a new law? I've heard of no such thing. Why would Texas put a minimum on how many chicks you could buy from a feed store?
 
Okay. At least that makes a little sense, though I still don't understand it.
I hope he thought it was a Texas law. But he was acting like he just didn't want to talk about it, so I don't know. I guess I'll be buying from Lone Star Feed for the most part then. I don't need 6 of any breed, really. :\ They would make more money if they just let people get how ever many they wanted.
 
I know, but I only wanted the Cochins. I already have a lot of the other breeds they had. I might have been more willing to buy more if he had been friendly and helpful. He also blew me off when I told him one of the chicks in the assorted bantam bin was sick. He said "I'll take care of it later." and went on about his business. We waited there for minutes for him to come back and help him. The chick was laying on his side with his legs in the air. The others kept stepping on his face and pecking at him. I finally just went to get another employee and she came and got him out. I've never dealt with him before or even seen him there. He might be new and not know that the 6 chick policy is theirs. I don't know. I just know I wasn't impressed with him at all. Most of the others know me up there and I've never had any problems with them. They are always friendly and helpful. I just won't deal with him anymore.

My local feed store doesn't either. (Or at least didn't tell me when I bought my BOs) That's why I was wondering. I'll buy from them when I want smaller numbers, I guess
 
May I ask where this was? It's company wide policy, not Texas law. It was enforced about three years ago. It's meant to keep agricultural purchases only, and minimize the amount of people buying on a whim and then later dumping the chicks at a local park. Those types of things.
