It depends how fast you want ducklings. With an incubator you can decide when to set the eggs so that they will hatch when YOU want them to. If relying on a broody, you will have to wait until a hen goes broody, which could be tomorrow or a year from now. In general Muscovies make good broodies and mothers WHEN they go broody and hatch chicks. But you could still have to wait for it to happen. And, Murphy's Law says that the more you want it to happen, the longer it will be before it does.
