Why don't you look up your local police station? You can find the phone number on a Google maps page. Since it's not an emergency like a fire or a robbery, it's probably better to get directives from the police station rather than clogging up an emergency line. The station can tell you what to do/who to go to or let you know if they can be any help.

You could, and just explain you aren’t 100% sure it’s an emergency but the dog is emaciated and out in the cold, and you tried calling animal control but weren’t sure he would make it another night.

cause if they have proof the dog is being mistreated they can legally take him away

I hope the do, I wish I could take him, but we have enough dogs currently… unless I could convince my parents lol.
