Well if you can bring them into a space that was heated before power loss I would think fewer then if in a garage.

A couple of those in with chicks while in a cardboard box with air holes of course could go a long way.

With 25 they will also make a "chick pile" and keep each other warm somewhat so the hand warmers would be aided by the number of chicks you will have.

From what I information I could find. A lot of the old metal brooders were fairly similar. This is a picture of the one I refurbished. If yours is similar. I can post more detailed pictures of how it goes together.
