Well if you can bring them into a space that was heated before power loss I would think fewer then if in a garage.
I lean toward the good ole hand warmers like these...

A couple of those in with chicks while in a cardboard box with air holes of course could go a long way.
With 25 they will also make a "chick pile" and keep each other warm somewhat so the hand warmers would be aided by the number of chicks yo
