Well if you can bring them into a space that was heated before power loss I would think fewer then if in a garage.

A couple of those in with chicks while in a cardboard box with air holes of course could go a long way.

With 25 they will also make a "chick pile" and keep each other warm somewhat so the hand warmers would be aided by the number of chicks you will have.

Also can use ol fashioned water bottle ( the old red rubber ones) to help them and fleece blankets to line a small space to keep heat in.

I would just lay out the hand warmers in with the chicks on top of the pine shavings?

I would put the hand warmers under a towel or piece of fleece so no nails or beaks can poke them.

I saw that the shape was different in the original post. I thought the basic construction may be the same. Hopefully someone can help you out.
