Bleach or vinegar in water?

Actually, any Natural ACV that contains Vinegar Eels (Turbatrix aceti) has been subject to seizure by the FDA as an adulterated substance since the 1980s. Now if you have old ACV on hand, it seems that some eggs on rare occasions slip through and hatch- but that's also true of rice, flour, and pasta. If in doubt- throw it out!

Heads up: you may also wish to look up what the FDA allows in Canned Pineapple, Frozen Broccoli, Peanut Butter and Popcorn among other things in your pantry!

As to what vinegar does or does not do- a helpful thing to look up is "Acetic Acid", since that is the "Active Ingredient" so-to-speak of vinegar, and many scientific papers list that as what they are studying rather than "Vinegar". It's a fascinating study and there is plenty of material out there!

Here are a couple to get you started!
