On the front page, you should see it above this thread. There is a click button Post New Thread.

Below that. On my view it has Congratulations my username, you are logged on. You can now do:
Then there is a list. The start new thread button is below that list.

You're missing what I see on all my screens. It should be between the Reply to thread and the title. I'm not sure where else to go. You could try going to the Forums tab and start searching around.

Still don't see it, all that's listed above here is: New Posts, Search Forums, Forums, General Breed, Most liked posts, Unwatch thread, & Reply to Thread.
