Colorado Shooting - How horrible!

TT, I have a good friend that is from Thailand and he told me that most differences there on a daily basis are settled by extortion. A scooter hits a car the car pays, if a scooter hits a bike the scooter pays, you have to pay to park and from what he has told me is that pretty much everything is settled by paying off somebody. And this is all enforced by a person with a gun.
 

Adult Thai nationals may apply to the police for a gun licence. Very few are allowed to carry them. The police carry handguns.

Let me repeat what I wrote in case you missed it:

Perhaps I'm fortunate that I have never lived in a country where people walk around with M14s. I'm very sorry for someone who has to live in such a potentially violent environment. It may explain quite a lot that seems strange to me.

I can go in public places and woodland here and even cross onto the land of another person without fear of being shot even by someone with a pea shooter. Same as in Britain.
 
I'm glad that I don't go out to movie theaters to watch movies. My condolences to those people, though.

The actual mug shots I have seen so far have not shown him smiling.
The media used an older picture of him in an orange shirt for quite some time, and that was one in which he was smiling. That picture may have come from a dating site he is rumored to have been a member of.

If you allow the police to decide liability following an accident, it usually falls on the person who appears most likely to be able to pay. Motorcyclists usually have the minimum legal cover which is inadequate even for minor damage. I never heard of a distinction being drawn between scooters and bikes unless you mean push bikes for which insurance isn't required. I would let our insurers sort out liability. I know of several cases where the car driver was not to blame and neither he nor his insurers paid the biker. I don't know where extortion comes into that.

Police here carry handguns. They don't shoot you because you disagree with their suggestions regarding liability for an accident!

Yes, Thailand is a corrupt country. The difference here is that everyone is part of the system, not just the politicians, super-wealthy and financial crooks. Police pay comes partly from fines. If you are caught speeding you pay, on the spot, the equivalent of around US$7.

Has your friend ever been shot at in a cinema in Thailand?

What part of Thailand is your friend from? What's he doing in your neck of the woods?
