HELP!!!!! last two chicks to hatch have long egg yolk sack dry tails

Hi all my last two chicks to hatch have long thin dry tails (assuming yolk sack) what to do, i am worried they will peck at each other..
the very last one was still stuck to the shell i followed along until i found the end and broke the shell around the dry tail
whatt to do??
dampen and see if they go in, up the humididty in the bator, or cut off??

second chick got cause up and pulled out, i suspect it may die now

Update

i gave some vegemite water, and a little anticeptic spray on the chick that lost the cord, just in case... when i put it down it squated as if to poo an squirted a heap of clear white looking substance out..
