Incubating Muscovy Eggs

This is my first time ever incubating eggs and I have 4 Muscovy eggs that have made it to day 26. I just candled and one egg seems to have an abnormally large air sac and the other doesn't seem to be filling the shell - does this mean they are no longer developing?
