Is this normal?

I've noticed some darker spots under my juvenile call ducks wings and now they have developed into these veiny looking strings as his feathers finish growing in. My best guess is that he's moulting old blood feathers, but I can't find anything online that gives a definitive answer. He did start to develop angel wing around a month old. We caught and treated it within days of the first signs of incorrect wing development, so we only had to wrap his wings for 6-8 hours a day for 3 days to correct it, but I'm wondering if some blood feathers were damaged during that time.

They don't seem to bother him, other than that he focuses on trying to pluck them when he's preening, and he doesn't seem to bleed when he does. I haven't noticed any on our other call duck (same age), but she has darker coloring so they probably wouldn't be as visible.

Yes that is normal. That sort of remains of the keratin sheath round emerging feathers is more noticeable in some ducks than others. It is very noticeable in our pekins and not noticeable in our dark feathered muscovy. But I can feel the prickly "pin" feathers emerging in our muscovy and think if I went looking, and the big boys let me, I would find tatters like that. The emerging pin feathers are dark as they have a blood supply until the feather has emerged

Thank you for answering! I'm a new "duck mom" so anything that looks a little out of the ordinary sends me down a Google rabbit hole, but the amount of duck rearing information is miniscule compared to what's out there for chickens.
