Does anyone know of a general rule for the size of a loft per number of birds? NO.

I have 2ft² per breeding pair of pigeons along with perches and I know some fanciers that have only 1ft².
Depends on the breed and their personality too. Pigeons raised for meat or big active homers need more room than a little garden fantail, for example.
