Using the search, very little current information came up regarding regulation of Muscovy ducks so here's how it reads today at U.S. Fish and Wildlife Service:

- Muscovy Ducks: You do not need a federal permit to raise and sell captive-reared muscovy ducks (See 50 CFR 21.54 ). Release of Muscovy ducks outside their natural ranges is prohibited.

From what I've read, here in the US you "should" have a waterfowl permit for Muscovys. I think it was passed several years ago too. But I've talked to several people "conservation department people" who've said they aren't enforcing it yet. And they didn't seem like they ever would. This is due to wild populations in Florida and Texas.
