Keep on it. The problem with city ordinances and by-laws is they are complaint based. The loudest whiners get the most attention so if you have an a--h--le neighbour then the city will be coming around evertime they complain.

I think I would start filing and grievances and everything I could think of against the neighbor. Turn about is fair play, right???? Call about their property line, call about their driveway that it's not up to code, call about anything, everything. Two can play that game!!!

That situation has gotten crazy out of hand. I hope you win!!! And THEN I'd sue THEM for harrassment.
