Quail won't open eyes

One of my quail chicks (~2 wks old) won't open his eyes.

Any ideas? I tried checking if he was dehydrated or something and gave him water and tried to moisten his eyes but it didn't help.

brooder was sanitized prior? Looks like transfer in utero....
