I have a rooster, less than 2 years old. He’s always been timid and has always let me approach him and hold him. But lately I’ve noticed he’s even more docile than usual. We have a great big barn where they’re protected from the elements. But he has bad frost bite on his combs and wattles. And his toes are like this. He’s literally MY BABY among all of our chickens we have. I want to do anything I can to make him better. Is any of this painful? Is there anything I can do for either issues?

His comb and wattles will become smaller and rounded off. Unfortunately he will lose parts of a few toes or toe tips. How do the bottoms of his feet look? Are his feet swollen? He may be feeling some pain, and that is why he is more docile.

If he can be indoors, you could try soaking his feet once a day in warm Epsom salts, or water with betadine or Hibiclens. Then apply some disinfectant spray to his feet. Vetericyn is good, and that can also be applied to his comb and wattles, or you can leave them alone.

I think some of the pictures you posted aren't related to this case. Might wanna look them over again.
