Black shoulder chicks start getting their black flecking at about 2-3 weeks of age. Cameo BS can get their beige flecking a little later. It shows up first on the wings just where the long feathers and short feathers come together (about where your right thumb is in the photo). If that is some beige coming in by your thumb you have a Cameo BS hen chick, if it's just the way the photo looks and actually the same as the other feathers, I too would say white.
