To clarify, are you meaning wild herds like the ones managed by BLM, as opposed to "someone turned these loose and they run wild locally"?

I don't see a problem with the former, but the latter might blur the boundary a bit.

I mean the wild herds managed by the BLM. The ones that don't like to even be close to people.

I would say those definitely count as wildlife.

Pryor Mountain wild horses, picture was taken from quite a ways off. Shortly after this they moved into the trees.
Elevation was just over 7000 feet.
