Old School Sky Light

Enough beautiful photos that I think an experienced handyman could duplicate it but would be more useful with some explanation of construction details, design decisions, and interior layout.

Does that clearstory window open? If it does the ventilation must be fabulous. If it doesn't then that's a shame.
