Does "Fully Feathered Out" mean...

In reguards to when it is time for baby chicks to go outside full time...

Does "Fully Feathered Out" mean that there is absolutely No More Fuzz left sticking out from between the feathers?

My BO, RIR,and BPR, still have a LITTLE bit of fuzz,
(Some on the lower part of the neck, and some,very little, on the sides of there backs under their fully feathered wings)
but are basically all feathers other than that.

The BPR looks sort of like Don King, (the Boxing Promoter), having a REALLY Bad Hair Day, LOL!

My impression of the "Fully Feathered " rule is...
That it may also be subjective to the lowest night time temps (realitive to region and season)
As well as, wheather or not a heat source will be used in the coop.

Is this a good impression or analogy?
If so, then,...

What Would/Should, the suggested/MINIMUM temperature be, before putting new chicks in the coop ?

So the questions are...

Does Fully Feathered mean, ABSOLUTELY no fuzz left, ANYWHERE on their bodies?

Without a heat source, What is the recommended MINIMUM night time coop temps ?l
 
As long as the chickies are comfy and not cold...fully feathered out could mean a lot of things

For me fully feathered means that there is no skin exposed under the wings. That is normally the last place for feathers to grow. If they are still naked under the wings they don't go out till it is above 60 for the day time trips.
