Speckled Sussex 21 weeks "Dotty"

Hi. Our Speckled Sussex is 19 wks. She also has barely any comb or wattles and her skin is pale instead of red. This is our first time having chickens - is this normal? Does it take the chickens a while to get their combs and wattles?

mine looks the same at 16 weeks and was also wondering!
