I do use pine shavings snd the cheapest place I've found is TSC in lebanon. Have you checked you're local co-op though. Sometimes they have better prices. Ive looked at straw too but never used it.

Then i would look in cottontown, gallatin, hartsville, im not sure if white house allows chickens or not. These are primarily in sumner county. Portland is another area that allows chickens in the city limits as long as they are not consider a nuisance.

I just bought two of these for my homemade incubator...my issue is that side by side they are 2 degrees apart. One is currently saying 75 degrees and one days 73 (they aren't in the incubator yet...) Sometimes they are even as much as 4 degrees off. Wait!!!! As I write this they matched up!!! HA...

I actually saw some Dutch Bantam hatching eggs on Ebay yesterday that are in Chicago. I was seriously thinking about them because I'm 100% Dutch, (so my parents say..)
