I have had roosters before and I have been lucky and not had any problems with them. So this is new to me.
I generally do not handle my chickens. Tellingly, my rooster has no name. When he was roosting sometimes I would rub one of his wattles between my fingers. He seemed to like that...

He was in a group of 32 baby chicks we received a year ago. From that group, we are down to him and one hen.

I have a rooster that just turned one and he is starting to do the sideways dance towards me, eyeing me while picking up and dropping stuff and just giving me lots of eye contact.

That looks about right. It is 20 watts. Mine is 25 watts and works well. 20 watts is probably good.
The batteries keep the fans going after the sun goes down and the fans will run until the batteries are depleted. This can be hard on the batteries.
If the fans are kept out of the rain, they should be fine. The same fans are in place today and still work well.
The fans are quiet. I would avoid noisy fans.
I have gone back to the smaller solar panel and I am not using the batteries anymore.
