Yes the ones in question do not sound like a roosters crow it sounds gurgled. And they sit in the nesting boxes and make egg laying noises as well. I know that my RIR that I had in washington all had a defined red comb that popped up much later in development than the rooster. My RIR roosters...

I’ve always had cockerels very well defined by 16 weeks. We got all of our chickens as chicks right from the delivery truck. The two white ones were crowing and frills very well defined by 12 weeks. So Are the others cockerels that are under developed or could they be over developed hens?
Not that I am aware of. I have wondered if them being around their turkey siblings may be stressing them out. But they were all raised together. Other than that I cannot think of anything else that could be possibly stressing them.
They are almost 16 weeks. I have s few making the egg laying noises but no eggs. Here is a pick of most of them. And I miss counted I have seven hens and two roosters making 9. I hadn’t had my coffee yet LOL
ALL OF THEM ARE TRYING TO CROW! Is this normal? I have never had a whole flock of hens trying to crow. We have two beautiful roosters that crow enough. Any suggestions?
