Have you considered contacting the ASPCA and/or Dept. of Health and forward the add (or name/address if you have it) and suggest that they perform an inspection? That could get it shut down or cleaned up quickly.
I agree with all the concerns regarding biosecurity.
do you know with certainty that other horses that will attend the show have not come into contact with horses from the west, other infected areas/farms or infected horses? I would guess that the answer is "no" so singling out this one person seems rash. I am not familiar with the EH1V virus...
Others may disagree, but I think that it is great food - you have a lot of protien in the cheese, and anytime you can get free food for your birds is a GREAT day! If it were me, I'd still keep a bag of balanced layer pellets on hand to feed periodically.
