The biggest difference to tell them apart is in the rooster. The sapphire blue Plymouth rock has a "lace" look around his neck and back. The sapphire gems rooster has a solid shiny black neck and back.
Also from what I understand a true sapphire gem has dark face and legs.

Attached is a picture showing how friendly and curious our buff rock chicks are. As soon as we open the door they come to greet us. They love their belly's rubbed. The other chicks stay towards the back away from us.
