It could be infected... I'm not certain what you should do to be honest, sorry. I would put some iodine on that navel for starters... try get some sugar water into it. Perhaps melt some manuka honey into some water and drop feed it.

You can make her up some electrolytes, teaspoon sugar, 1/4 teaspoon salt, pinch baking powder, in quart of water. You should be able to get Nutri drench online?

Has the chick been eating? Sometimes the chick starter can get stuck in their throats, using a bright light have a look down it's throat see if you can see anything.
