As a responsible caretaker, I would certainly cull my chickens as needed and without hesitation. What I'm opposed to is an over-bearing government coming onto my property and indiscriminately eradicating my entire flock. They will not check to see if it's needed, they'll just declare it to be so.
I don't think they'll test or flocks they will just come in and exterminate them:

Our Rosecomb Brown Leghorn is Teri (which is short for Teriyaki) and our two white Leghorns are Sam -n- Ella.
We just added 4 more chicks this week (2 Dominiques and 2 Barnvelders) no names yet, so we'll be watching this thread as well.
