I have gotten some good deals from looking at craigslist but there are also very over priced coops out there. Also extra wood or slightly used.

If they have not been on the eggs close to 24/7 they will not have chicks in them. And with how hot it is they may not be developing. You can candle them and see if they are developing. Just go somewhere dark with the eggs (maybe just at night) and put a flashlight under them. You can look at...
Make sure they are getting enough protein. Check over them for any type of bug. Do they have enough space? Or are they bored? I am not sure if chickens would do that because they are bored or stressed out but I know parrots do. Just an idea. Hope you figure it out!
