    Currently only cape coral had an exemption for 4-h/ffa. Quail are tricky, the ordinance states "or others kept for meat or eggs" (overview). However, quail are a gamebird. You can apparently have pigeons. And you can have 4 Vietnamese pot-bellied pigs. Which is crazy.

    I understand completely. Yes I want to change the attitude of the board members and therefore the laws. But I am not so heartless as to not understand that everyone is also effected by those as well. He should be willing to at least figure out a way to help them crow less or find another home...
