I have a dozen layers and live in the city. We are not allowed to have roosters due to noise ordinance. However, we do have hawks that have tried to attack our hens. Is there a good alternative when it comes to the protection a rooster provides the flock?

I have read that some tests show that DE (diatomaceous earth) "can be Carcinogenic to humans". Wouldn't that mean it would be equally dangerous to chickens who have sensitive respiratory stems?
I've only had her a couple of days now but she doesn't feel under weight at all. However, I trimmed her nails when she arrived and they felt very soft. By the looks of her apparent neglect I can only imagine she is probably very malnourished as well.
