I think it might just be the way you raise them too. Kinda like dogs. My dad said growing up he had to take care of 1200 white leghorns. Said they were mean and flew around his head a lot. Maybe he just hated caring for that many chickens in general.
If you want shear production of large white eggs, look no further than white leghorns. But they can be flighty and aggressive as well as noisy. I have Rhode Island reds and they are quiet and lay a respectable 5-6 times a calendar week.

I have this thing that slowly lets them fall through holes it's called a mealworm feeder by zoo-med. it comes with a suction cup attachment so you have to rig something up but the worms slowly filter through. Another fun and cool option is one of those toys they have to peck at and move around...
Unfortunately, culling the weaker bird is your only feasible option. You either cull the pecking one and risk another chicken taking its spot pecking her, or only lose one bird instead of both the victim and aggressor.
I don't know about two weeks but I give mine thicker potato slices and when I get back after a week they are all fine and dandy. Plus, I have delicious potato chips.
