Henrietta Scheerhorn

I currently have 12 laying hens and 4 chicks that are 3 weeks old. Two of the chicks are silkies. Do they need a heat lamp a lot longer than the others? They seem to get their feathers so slowly. What temperature does it have to be outside for them to be comfortable.
